For a 3rd class medical, 20/40, with or without glasses is required in each eye. Your friend needs to contact an AME to start the procedure for a waiver or a special issuance. It will all depend on how bad his eyes are. There a lots of one eyed pilots flying, but to my knowledge, their one functional eye has normal vision. Tell him good luck!
