Once again the NTSB  has pinned the blame on pilot error.  they failed to
mention what tank he was on. or  the fact that he was talking to the
tower, in
fact he asked them three times "can you see me now". before the
transmission
broke off. This flight was only about 4 minutes long.

I find it hard to believe he would not be on the tank with the six gallons
of
fuel in it when he knew, as they pointed out that the control was hard to
turn..

As for the sputter our plane of this type always sounded as tho it was
missing,
didn't mean it was.

The fact remains he was too busy in the cock pit, instead of flying the
plane.
