Nope, it's the maximum number of IMAP connections a single IP address can
make to the server.

As I said, if it's less than 10, bump it to 10.  I am not aware of
Outlook's imap connection characteristics since I don't use it but I know
other IMAP clients like ThunderBird try to make 1 IMAP connection per a
folder accessed.    Up to 5 connections by default.  Outlook may do the
same so if your users have lots of folders, consider bumping it up
considerably.  I've actually got mine set to 100 since I have a
Squirrelmail Webmail server so many users come from it.
