It does.

If trying to look from a different angle, changing ACLs does work only when
there is an owner acl, like this: "owner aceilrstwx". Would it be possible
to let user change ACL if this user has admin right ("a") on that folder?

That's the way it should work. But once you have multiple logins all opening the same mailbox, everything gets screwed up.
