imapd does not really receive the quota setting from LDAP, via authlib. It expects the mail delivery agent, in this case being maildrop, to update the maildir's quota, if necessary.
This should not be a problem, as long as maildrop updates the quota. Maildir quotas are never meant to be "strict", but "best effort". So, after changing an account's quota there will be some period of time before it goes into effect. This is a technical tradeoff -- having a strict quota implementation (of which this particular issue is just one of many) would have a rather substantial performance impact.
