There are two maximum values that might be relevant here:

MAXDAEMONS= # Maximum number of connections to accept from the same IP
address
MAXPERIP= # Maximum number of connections from a single IP address

What are these values set to? And what does '$ netstat -ant|grep 143' show
you about your current connetions?
