No.

The first hierarchy level underneath #shared enumerates mail accounts, as defined by your shared index, combined with any defined ACLs on individual mail accounts (or shared account groups, as described in READMEs).

shared.* is the root for filesystem permission-based shared folders. As explained in README.sharedfolders, filesystem permission-based shared folders must be created using the maildirmake command. They cannot be created via IMAP.

When a user creates mailboxes using a mua, they will (probably) appear in INBOX. namespace which is personal namespace!?

Yes, and if you use virtual accounts, and define your shared index files, and set the ACLs accordingly, your shared folders will be accessible from other accounts via the #shared hierarchy.
