I think you misinterpreted my answer.  All posts to a moderated list are 
moderated.  There are two different settings here.  One setting determines 
whether all posts to the mailing list must get moderator approval, or not.  
A moderator is no different than any other subscriber, so his messages are 
going to be dropped into the moderation queue like everyone else's, and also 
must be approved.  The second setting determines whether only subscribers 
are allowed to post to the mailing list, or if it's open for anyone to post. 
If it's subscribers only, messages from non-subscribers are bounced without 
involving the moderator, and only subscribers' messages are dropped into the 
moderation queue.
