I think the documentation reference to "development libraries" mostly 
applies to people who are using copies of openLDAP they obtained in 
binary form.  For example, Red Hat Linux provides openLDAP in two parts. 
One part contains what you need to run OpenLDAP; the other part contains 
what you need to build programs which talk to LDAP.

This issue would not apply to someone building OpenLDAP from source. 
However, just to be complete, let me note that you mention compiling 
openLDAP from source code, but you don't mention installing it.  You have 
to install it as well.

Can you provide the "configure" command that you issued to configure 
openldap?

Can you provide the "configure" command you're using to configure Courier?
