Try listing all your servers, separated by spaces or commas, for LDAP_SERVER.
This is just a guess.

Note that you may still get a couple of spurious authentication failures
if a server goes down, when existing connections break, and fail.  When
reconnecting, OpenLDAP should still be able to find a working server.

Well then, in that case perhaps you'll be able to look into improving fault
recovery in the code.
