Standard stuff, make sure that the client is configured properly. MS
Outlook Express as well as some other clients for example require the
namespace to be defined as INBOX and some. Compare the client
configurations for the new users with the ones for the old users.
Recheck the passwords - You are probably already trying this but work
with one single new account and one old account find out out the
differences, how do they show up in the logs and so on and find out how
they are different.

Only some thoughts which I hope will help you find the problems.
