See the FHS:

"Additionally, systems using  a  sendmail-compatible  mail transfer
agent must provide /usr/sbin/sendmail as a symbolic link to the
appropriate executable." (Version 2.2: Footnote in Section 4.7.2)

It is also Debian policy to have a /usr/sbin/sendmail interface.

/usr/sbin/sendmail has become a public interface on Unix machines, you
can't just move it around arbitrarily no matter how good your intentions
are.
