It's a PVS or Private Virtual Server, similar to VMware, by Ensim technology (www.ensim.com). I think it's a side effect of that technology that is causing this.
I've installed courier on many many machines and never had this problem. This is for my personal site, which I'm moving to a hosting company that provides this service. I can create files, and have no problems with files (very few on the system overall).
