For those of you searching mail archives for how to fix this problem... I reinstalled RedHat 7.3 and selected all of the mysql packages at the time of install, including mysql-server. I am still not convinced that mysql-server is necessary; my problem may have been that I didn't have RedHat mysql RPMs installed before, but in the end, I went with all of them just to save the headache, and the mysql piece went in without a hitch.
