Red Hat uses PAM.

Furthermore, had you followed the instructions in INSTALL, you would've 
built binary RPMs that correctly set everything up.

And did you create the Maildir for this user?  You know what maildirs are, 
right?

What "admin tool" do you require to insert a row into a pgsql table, and
