Changes:

+ Enhanced IMAP IDLE protocol extension. On platforms that have File
Alteration Monitor (FAM) installed, IMAP clients that support the IDLE
extension will receive updates to folder contents in real-time. For
testing, I cranked up an old laptop with Win98 and OE4, and it actually
worked rather well. OE4 displayed new mail in the folder index as soon as
it was delivered. Other folder content changes -- messages being marked as
deleted, undeleted, or expunged, were also immediately reflected by OE4.

+ Tarballs are now compressed with bzip2.

Other changes since 0.39.3:

* Cleaned up file locking code.

* Toolchain upgrade - gcc 3.2, automake 1.6, autoconf 2.53, and libtool 1.4.

* Recognize RFC 2231-encoded MIME headers.

* POP3 STLS implementation.

* New webmail option to request delivery confirmation receipts (DSNs).

* Many bug fixes.
