I'm not familiar with shorewall, so someone else is going to have to check 
the below (it looks ok, but maybe shorewall has to be restarted? dunno.)

let's check that courier esmtpd is in fact up and listening. you say you're 
able to telnet to port 25 from the box, is it possible it's just listening 
on 127.0.0.1? as root, what do you get w/:
        netstat -anp
