Tim,
The user you are compiling courier-imap with does not have permissions to
read the libvpopmail.a library. Changing the permissions on the directory
/usr/local/vpopmail/lib to 755 and /usr/local/vpopmail/lib/libvpopmail.a to
644 should enable you to compile.
