Because they're not.

i modified the function do_header() in rfc2045.c,put p->mime_version =
strdup(\"1.0\") at the entry.
now courier will not mis-parse the letters which has no mime-version tag.
Nothing is misparsed. A message without a Mime-Version: header is not a valid MIME-formatted message.
