I don't run identd and the server trying to connect to me required it, causing a huge delay. In my case, I changed my firewall to return TCP RST for port 113 and the problem went away. However, it's my understanding that some servers will not only cause a delay but refuse a connection if it can't ident.

It's a long shot, but better than nothing :) see if you're running identd on your other servers but not running it on your courier server. If so, this may be one explanation for why they can connect and your courier server can't.
