fetchmail is what you need - but that is not part of courier. The trick is to get fetchmail to deliver content to the Maildirs. Why not install the full courier suite (instead of just courier-IMAP) and get fetchmail to use courier to deliver?
As well, what means by which to administer the Courier server software?
Well, if you install the full courier suite, you'll also get the webadmin software. This is a cgi executable that you can plug into a web server like apache, and allows you to configure most of the features that courier makes available.
