My issue was permissions

Thanks for your reply Bill,

I looked at the permissions on /home/vpopmail/lib/libvpopmail.a
and found that the file libvpopmail.a did not allow the current
user to read it. I set the read bit on the file and it compiled w/o
errors (from what I can see).

I didn't see the part (though I may have overlooked it as my
eyes are bleeding now), about setting the permissions on the
libvpopmail.a file to read for the user building courier. 

If it is in the docs maybe it should be in bold text.
