If you want minimal distraction, you need to create the folders *on the server*, then 'subscribe' your client to them, not the other way around. For a lot of setups, (unless you control the server AND the client choice) those folders may have to appear as subfolders under INBOX. In nay case - the IMAP server has to be 'master' here - nature of the beast. And - especially if you have multiple accounts per user, the client has to be kept in line with what you have on the host for EACH such account.
