Is there a (hopefully fairly simple) way to filter outbound messages? all
of my inbound filtering is working (well mostly :-) ) through maildrop.

Since maildrop is a mail delivery agent, and, by definition, is not used
for outgoing mail, maildroprc is not read for outgoing mail.
