Because with webmail you know exactly what you're sending: text/plain content, with a known character set, and maybe one or more attachments, and you know exactly where the footer should placed.

With arbitrary mail you have to deal with arbitrary MIME content, in arbitrary character sets. You just can't attach a footer to the end of the message, and expect it to work.

Note that my messages to this mailing list do not have the standard Sourceforge.net footer appended to them. Or at least it's not visible.

That's because sourceforge.net's remailer is just too dumb to be able to handle MIME formatting in my messages, at this time.
