In almost all situations I've encountered like this, it either

a) not top-notch modem on your end
b) software isn't set up properly for the modem you /do/ have

What kind of modem do you have?
I've had good luck with the US Robotics / 3Com PCI 56K modem.
I can't recall the model # but it's OEM'd to quite a few others.
It's obviously a "regular" modem and not a "Win" (aka "controllerless")
modem.

Honestly, the first thing I would do is get EFax up and running. I've
had much better luck with it for diagnostic purposes because it is
/really/ simple and almost always works very well. If efax shows a
problem, mgetty+sendfax will probably run into it.
