So the msgq file contains message in the middle of the submission process? Will

the user likely have received an OK on their SMTP session while messages are
still in this state? Or do they receive that response after the messages have
been completely submitted and moved to msgs?

The OK response is received after the message is installed in tmp. Then, it is moved to msgq and msgs, where it stays until it's fully delivered.
