Well, actually, the the last line in tcpd/config.log is:
configure:2304: checking for SSL_load_error_strings in -lssl
For some reason the configure script in the tcpd directory did not run to completion.
If you have config.status in the tcpd subdirectory, run config.status --recheck, otherwise rerun the configure script, and save it's output, in case it's needed.
