Courier does not deliver mail to domains with broken MX records. Courier also refuses to accept any mail with a return address in a domain with broken MX records.

It is unacceptable to have a mail server which controls policy. Have I misread? This seems to indicate if no mx record exists for a mailer, Courier will not accept it. Is this true?

Nope. It indicates that if a domain does not exist (NXDOMAIN) or that domain exists and has MX records which violate RFC standards, the Courier MTA will not accept mail from that domain.
