Hi,
I think it's enough to put

BLACKLISTS="-block=bl.spamcop.net,BLOCK"

to /etc/courier/esmtpd and then you'll see in error mail log something 
like:
Oct 31 16:14:03 fdlin courieresmtpd: 
error,relay=::ffff:24.84.95.21,from=<[EMAIL PROTECTED]>,to=<[EMAIL PROTECTED]>: 
511 Blocked - see http://www.spamcop.net/bl.shtml?24.84.95.21
