This is not mentioned in the courierfilter documentation. However, the goal is to install a mail filter that I /don't/ need to go into every user's directory to install. With 13,000 user accounts, that would be quite annoying, especially considering our users like to delete things they don't understand. The benefits of working for an .edu :)
