Configure user home directory as:
In user mailbox, I create .forward file with even full permission, 777 and
the user's own owner permission, and I inserted valid e-mail address in it.
But when I deliver to the user, it doesnt forward at all. I see nothing in
mail logs. Im out of idea already.

Anyone know what's going on? And any idea or suggestion? Or how to
troubleshoot this?

If you're using one of the virtual authentication modules, and have populated the 'mail' or 'maildir' field, that -- essentially -- overrides DEFAULTDELIVERY.
