Okay.. I don't understand this.. As far as I can tell, maildrop should be
returning a 'EX_TEMPFAIL' if it can't 'chdir()', and returning a '411' 
message instead, or queueing the mail.

Is there somewhere else in submit that's checking for a home directory
first?

(FYI, this error occured while rebooting the AFS server that users's
home directory was on, resulting in a 'ETIMEDOUT' (connection timed out)
error when attempting to access it.).
