No, the problem is that you're trying to build software on a development box that does not have the necessary development libraries installed.

I don't know why you call Dmitry's machine a development box, and even more important, what does a machine being a development box or not has to do with the present issue.
Anyway, I'm not sure how courier decides openssl support should be included or not but it would certainly be easy, usefull and much more flexible to include a --without-ssl option in courier's configure.
I believe that having the runtime openssl library installed and not wanting openssl support in courier is a much more frequent situation than you are assuming.
I leave this suggestion for your consideration,
