Interestingly, in re-reading notes about locallowercase... it seems only to suggest that this will be used for local delivery. So what about addresses of SENDERS? That seems to be the diff here. The address compared to the subscriber list isn't really "local" per se... but I think the semantics suggest that the presence of the file indicates the desire for case insensitive email address handling on a *global* basis.
