Yes, that's pretty much how it's calculated. But given an arbitrary message in a _local_ filter (for which we simply have the message text and a few environment variables), I don't know if it's possible to determine the queue ID for that particular message. None of this info (inode number, pid of "submit" process, time of message injection) seems to be available during a local filter.
