I'm not sure I follow you here. SqWebMail doesn't let you CREATE imap accounts. It lets you access imap accounts (that already exist) and it lets you create folders, etc. within an account. Most any imap client will let you create folders. But if you want to allow people to somehow sign-up and create their own email account then I think you'll probably need to write a custom front-end to userdb, mysql, etc. depending on what you use for user accounts. It would be easy to create a little perl script web page that let people put in an address and password and then it created that account on your server, but I'm not sure that's such a good idea.
