I don't think so. You could easily have imap listen on other ports, but the directive to enforce STARTTLS is either on or off in /etc/courier/imapd. I don't think there's a way to have selectively enforced. You could run a second installation of courier-imap with its own set of config files and do it that way. But that might be more trouble than it's worth.
