Yes, provided that you have a well-managed production/development environment.

âWell-managedâ means: you do not haphazardly spray random
libraries/applications all over your filesystem, by hand.  You use rpm to
install or upgrade everything.  You do not add/remove/modify system userids
at a whim.

If so, building RPMs on the new system will use the same options and
configuration parameters as your older system, and installing the new RPMs
will indeed be effortless.
