This is the default configuration.

Details, details...

How are you sending mail?  From a client program?  Sqwebmail?  If you're
using
Sqwebmail, the mail is local and the default smtpaccess file will allow it
to
go.

Are you using authentication?  If so, the mail will go through.

If you are sending mail from a remote client without using authentication,
then
the mail should be blocked.  If it is going through, then give us some more
details of your configuration and maybe we can help you.
