Welcome to the myriads of O+ versions, each being different, maybe due
to which office updates or which service packs you installed.
Outlook and OE also behaves different.
Generally I find that the latest versions of XP with Office XP, all
servicepacks and patches installed seems to have the least amount of
problems. Ealier, on w9x/w2k, (version)problems were a lot more common.

I find that raising the number of allowed simultaneous connections helps
keeping o/OE from complaining, but YMMV...
