The easiest way to resolve this is to make Courier happy at build time.  I
simply installed the mgetty and mgetty-fax rpms from FC1 (RHEL3 does not
contain mgetty-fax, though rebuilding the SRPM will generate the
mgetty-fax package, RH just doesn't want to support it so they don't
include it in the ISOs).  You could then remove the mgetty packages or
revert back to the RHEL3 version before installing the Courier rpms.  And
just ignore the courier-fax rpm.
