This is something that keeps me up at night and makes me grind my teeth. My customers want a browsable shared address book with ACLs like Outlook/Exchange. It seems like it could be easy enough with apache/DAV and the capability in a client like mozilla.
If I had the money to pay someone to work on it I would. Of the three components to kill exchange (shared calendar/email/addressbook) it's the one that's still lacking.
Have you looked at http://www.horde.org I would recommend the cvs version. It's been very stable for me and does all the above and maybe too much more ;) I run it with courier mta with ldap for auth. All work together seamlessly, more or less ;)
