It depends on how you create the users I suppose. I wrote a script that
creates all the supporting dirs and adds the user info to the database.
It didn't make sense to me to wait to create all that stuff. (The script
is available at http://sourceforge.net/projects/vuser. Get the CVS version.)

If you don't like the idea of running the script from the web page, you
could write data files and have a cron script parse the files and create
the accounts.
