The problem is this error never goes away.

Even though Courier does try again latter, it does eventually give up,
returning an error. At this point it would make sense to me to first
attempt delivery without TLS.

As I understand the documentation, the use of outbound TLS only happens
when the remote server supports it. Given this, it does not seem
incorrect to drop down to no TLS if ever TLS fails at its job.
