Quite true for that one..

Try sending them a short message that contains 7bit data only.  Hopefully
their broken mail servers will then whitelist your IP address.

They compare the whole mail, not just the header (otherwise the mime boundaries would be no problem).

But a suggestion: is it really nessessary that courier re-encodes on every resend attempt?

Yes. Just because a failed connection attempt connected to a 7bit-only server the first time, doesn't mean the results will be same with the next attempt.
