I can confirm Dirk pointed you to the correct solution.
It is the old problem of sqwebmail not being setuid root. If you installed it
using the .deb package in Debian Sarge
chmod 4755 /usr/lib/cgi-bin/sqwebmail
will solve your problem.
If you are using a different distribution / packaging system check where the
cgi-bin directory is located and apply the same procedure.
