So, why doesn't courier fall-back to no-TLS when it contacts a tls-disabled host?

Because it is not possible to determine which one of the following cases is true:

1) The remote server is incompetently administered.

2) The remote server is properly administered, but there's a temporary problem that will be fixed soon, and mail to the remote server should always be encrypted.
