Is it possible to somehow have it so that the global
/etc/courier/maildroprc filter is not overridden by the
users .mailfilter... ie; such that a users $HOME/.mailfilter
is looked at first THEN the global maildroprc is also
applied as a catchall default ?

I'd like to allow users to create their own white and
blacklists via sqwebmail before the system wide filter
kicks in.

You can manually include .mailfilter from the global maildroprc. Then instead of falling off the end of the global maildroprc (and then running .mailfilter again), put in an explicit exit.
