No, in RFC2821 there is only a minimum defined. If you restrict the
number of recipients, your threshold should be more than 100. See
section "recipients buffer" in RFC2821.

But for practical reasons one should never need a recipient list with
more than 100 entries. Note that also some spam filters may rate such
messages as spam.
